Tom C. Smith opened his law practice in Virginia Beach in the 1970’s on Pacific Avenue. He quickly became one of the most recognized names in Virginia bankruptcy law and was soon appointed chapter 7 bankruptcy trustee.

After many years of practice at the Pacific Avenue location in Virginia Beach, Tom moved his law firm to a building he built on 19th Street across from the Virginia Beach Pavilion. After several years at the 19th Street location in Virginia Beach, the City of Virginia Beach purchased The Smith Building to use the land for the expansion of the Pavilion when the Virginia Beach Convention Center was created.

Still wanting to keep his law firm near the Virginia Beach oceanfront, Tom relocated his practice to the current location at 1600 Virginia Beach Blvd, Virginia Beach, VA near the Oceana Historic District which was added to the National Register of Historic Places in September 2017 and sits just north of Naval Air Station Oceana. The neighborhood originated around a rail depot in the early 20th century and has roots in a 1906 subdivision known as Oceana Gardens. The neighborhood is the first Virginia Beach neighborhood added to the National Register of Historic Places.

The firm continues to serve families of Virginia Beach and the surrounding cities with affordable representation for bankruptcy and debt management from the Virginia Beach location.
